Big part of there problem is they are letting perfectly good fresh river water discharge into the ocean because of some endangered useless frog or fish. It is a bad choice of area to pump water to farm, but it also the most productive area in the country.
But back to southern PA, where we started at... any idea where the water table is? In my area of Florida, and when I say my area, I mean exact location (because soils and water table change a lot in very short distances) I would need to go down at least 40-60 ft to hit water table. My well is a sand well, and is down at 86 feet. Drive two miles away, and the subsurface changes, and there is a koilin clay layer that keeps water within a few feet of surface (large Prarie, not mid west prairie, the semi dry lake of grass kind). I would say buy $50 of pipe and give it a try; if that doesn't work, I would just run a pipe from primary well.
