I would plan on making a sulky with a steering mechanism. The engine weighs 40kg so if I put 60kg in the bucket and I 40kg of weight on the back and I weigh 60kg, then it still won't tip forward. I bought a manual winch but that is a bit tedious. I don't think I will get hydraulics running off the engine for less than $374 which is what 12v system will cost.

What will happen if a hydraulic pump that is designed to run at close to 3000rpm is run at say 700rpm? Will it effect speed? power?

Sure it will affect speed, as the GPM's determine the speed of a hyd motor.

You should be able to develop the pressure through out the rpm range.

A .8 cu in pump at 3000 rpm will pump about 10 GPM.

-----------------------700 -------------------------2.5 GPM.

So, the hyd motor using the pump flow will run at a certain speed, based on the motor displacement.

You also have to ensure the engine has enough HP to run the machine, plus run the hyd pump.

So, your total HP requirement will be dictated by the load you are working with.
