Not replying to anyone in particular, but a sub-panel does not make a separately derived system no matter where it's at.

Separately Derived System. A premises wiring system whose power is derived from a source of electric energy or equipment other than a service. Such systems have no direct electrical connection, including a solidly connected grounded circuit conductor, to supply conductors originating in another system.

Requires a transformer, generator, solar photovoltaic system, battery, etc to make such a system.

I focused on the words "separately derived service" and now realize that I made a mistake in using those words and agree with you that a separately derived service would come from a source independent of the main service panel. I have been researching putting in a back up power generator and remember it being described as a separately derived power source. Thanks for clearing that up.
