Beg , borrow , rent a demo saw and cut it up and pull it off .

Looks like a simple snip, snip, snip until you can separate it from the tree. I was expecting a much larger problem.

Agreed it looks like a simple job - this one photo looks like 15 minutes job with that fence plier. You might need a prybar to get the wires away from the tree to get the fence plier in there. Understood that pics may not show it all, but an angle grinder with a $4 abrasive cutoff blade would have that tree liberated in 5 minutes, not even scratch the bark. You can get an angle grinder at Harbor freight for $20 and the cutoff blades too.

Cutting it away from the tree is only the first step. Keep in mind he needs to get it picked up and hauled away too.

I'm wondering if the tree grew up through all that after it was piled up there? Tree looks small and that fence looks like it was there a long time.

I would use the backhoe thumb and pinch it all together and consider the cut off saw idea or the torch. The hand nippers would be a last resort without the backhoe.

Those fence pliers are good but I'd use Knipex mini bolt cutters if hand tools was the only option.

Especially as tangled as that is, getting those fence pliers into position would take longer than the Knipex and I think the Knipex cuts must stuff easier. Fence pliers is a multi use tool and good for fencing but I always like to have a pair of Knipex mini bolt cutters handy anytime some serious cutting needs to be done.

I'm still trying to picture a bulldozer wrapping 200 ft. Of hog wire around a single tree? That would be a lot of laps around the tree.

Can you just find the outside wrap, tie it to your tractor and unwrap it by doing reverse circles around the tree?

I took it that only part of the 200' length was wrapped around the tree. The picture does not show that much wire.

It was not wrapped - nobody would do that. Its a roll of fence sitting there 20 years and a tree grew thru it. Its not a large pile of fence and there are lots of easy ways to cut it off the tree.

If fencing was that hard to deal with it would take forever to fence a pasture.

my point in the beginning. Actually I don't even think it's a roll of wire. Pictures are deceiving, but it appears it would take less time to remove than it took everyone to type their responses.
