I think it is nowhere any kind of electrical problem. The engine is cranking, just maybe needs fuel (or at the right time). Here are two videos of my 1710 starting. I think the preheater does not work any more, or does not get red for at least a minute or more. Heck with it, starts just fine.
Ford 1710 Tractor Cold Start - YouTube is a start with the tractor cold. Maybe 70 degrees F.
Ford 1710 Tractor Warm Start - YouTube is a start after a few minutes of warming up.
