A framed building,..... in a coastal hurricane zone.
I need to use Simpson Strong Tie shear walls (or similar) for narrow front wall sections between overhead doors, to comply with gust load requirements.
It matters not what another other city or municipality may allow.
I must comply with my individual town requirements.
County has absolutely no jurisdiction.

Yup! It all comes down to what the local building inspector will approve, and I have been told that he can be cantankerous.
Since the permit application may have to go beyond him, to the zoning board of appeals, I feel that a professionally dawn plan ($650) is the best idea.
This is in a hurricane zone, and the particular design of the building has unique wind design requirements.
I see it as a one shot deal.
If I get refused, and then an appeal is refused, There will be no garage!
In my opinion, a professional design/plan will be my best shot for success.

The alternative could be no 28'x36' garage at all.

Our local Building and Planning department has a tip sheet booklet on pole barns that effectively ‘cans’ the requirements for an up to 30’ span building such that a homeowner can relatively easily sketch his own ( often cutting/pasting from the tip sheet booklet for details)-you might check and see if yours does the same.

My 40x60x14 required stamped plans- the contractor who won the bid had, at some point, contracted a local PE to create a drawing which covered an entire range of spans, heights and lengths-you might see if a local PE has done something similar for a local builder who might sell you plans at a reasonable cost.

I have a friend who was a draftsman for years, and drew a set of plans for me to build a garage. When I went to get the permit, they realized that the property was zoned commercial even though it was currently in residential use, so I had to meet all the requirements of a commercial building. So I took my plans to an local engineer, paid him $400 and he took my plans, copied them onto his paper and reprinted them, then stamped them. 30x30 with 12 foot walls. Inspector asked me when they came to inspect the foundation...."What are you building here, a fortress"? I just laughed and told him I didn't want it to fall down, lol.

Sorry! I erroneously concluded that a "garage pole barn blueprint" included all garages.
Didn't realize it was only for pole barns that are to be to be used as garages.
