Hammer Knife

I was looking on Govdeals web page and saw an attachment
and was wondering what it is They call it a hammer knife.

looks to be pto driven , $6.00 Johnson city Tn.

They also had some heavy duty woods mowers in the mower section

That would be a well Used Flail mower.
