These pics are so small, it's hard to see what you're dealing with...
Even so, I'm confused. You've just said that a hoe will only deal with the top couple of feet. Yet you can't afford to blast...
How do you propose dealing with the remaining cut you need to make, then?
My initial thoughts would be to try a a BIG, BIG dozer with rippers, then see where that leaves you. You could rip the top stuff off and use it to build a more reasonable slope for working on...
I certainly wouldn't tackle this myself...
