Hoe project for the first timer?

These pics are so small, it's hard to see what you're dealing with...

Even so, I'm confused. You've just said that a hoe will only deal with the top couple of feet. Yet you can't afford to blast...

How do you propose dealing with the remaining cut you need to make, then?

My initial thoughts would be to try a a BIG, BIG dozer with rippers, then see where that leaves you. You could rip the top stuff off and use it to build a more reasonable slope for working on...

I certainly wouldn't tackle this myself...

Any ideas why the pics turned out so small? I resized them so they were just under 100kb (210 pixles wide).

You can use graphics compression tools to compress the file size of pictures without reducing their dimensions in pixels. The programs do this with compression algorithms specifically for pictures that function somewhat like .ZIP programs do for data files and documents.

One free one that you can download is Irfanview. It's available for free download many places.

Here's an online site that compresses them for free:

Spinwave

It will show several examples, along with their file sizes -- the smallest one always has an X through it -- but there's usually others that are smaller than the file size limitation of this site (100kb). Right click and save the compressed file, then upload it here...

Cord a backhoe isn't going to get the job done right. Get someone with experience to do the job right, you'll save money and trouble in the long run.

Well, I tried to resize those pics a couple of times, even tried that spinwave program, I still end up at 210 pixles. Oh, well.

Use Spinwave against the original pictures, not the ones that you've already reduced to 210 pixels...

They're still 3 times the allowed size limit.
