A forester friend of mine used to carry a dawn dishwashing liquid bottle filled with 2-4-D and a little bit of dawn. He'd cut a stump and squirt the cut edges with the stuff. If anything came back the next year, he'd cut that and reapply. Seemed to work pretty well.Cut it and paint the stump with 2-4-D mixed in diesel. It’s unlikely that trees of a different genus would have root grafts. But if the willow is a root sprout from another willow tree, you will kill them both.
