MHarryE's description of looking like milled asphalt is right on. In fact that it what I thought it was when I first saw it. Until I realized it didn't make sense and then thought it must be carbon of some sort.
Thanks for the sludge pic snowedinvt. I am pretty sure that is not it. The stuff I saw had a very granular look to it. Not clay like at all. There is a waste water treatment plant close by though but also a couple chip fired power plants which could be sources of that much material.
