There are a few diagnostic tests for the 4100 that I can attach from saved files, that may help.
If more from the service tech manual is needed, give a shout back.
Also, if you read in a previous reply in this thread that joecdeere did offer a .pdf of the serv. tech manual, you may already have contacted him with a PM and your email address to receive a copy.

I don’t have a 4100 so this is generic information. Does your fuel solenoid have two or three wire? If three, you probably have power to the solenoid hold-open coil from the module and the pull-in coil from the fuel pull-in relay. You can test at the connector for power to the hold-in wire with key in run position. If there is no power, then you can move to the module. Inside the module are several small relays which can fail. You can test them by removing the board and energizing the relays, which should click. Deere tech manuals usually have other testing procedures for modules as well. Well worth the effort to get one.

EDIT. I just saw you posted schematic amd pic, sorry i missed that. The information i posted doesn’t apply to your situation. Sorry about that, but i will leave it just in case it might be useful for someone searching module information.
