Can someone tell me if it is OK to change hydraulic fluid filter on a yearly basis without changing the fluid ?

Is it possible to remove and replace the filter without draining the fluid?
You'll make a big mess if you try to change filter w/o draining.

The dealer assures me there is an internal brake that locks the PTO and he hears many complaints about the attachment difficulties from other owners.
I'm hoping he is incorrect, but will try every way I can to resolve the issue or somehow adapt.

If I'm not mistaken this is the pto brake(parts key 3) but I be danged if I can determine how it would be controlled.

I think most of the newer Deere tractors have a brake on the pto, I know mine does. The ones with epto can be shifted into neutral to turn freely. That is what I do to hitch up.

I think every farm equipment design engineer should be required to operate a multitude of the models, with emphasis on the hottest day of the summer and coldest day of the winter, before he is allowed to draw a single line.
And operate/maintain everything with no help.
And pay for the parts out of his own pocket.
I am an engineer and stay frustrated with what I call dress shirt engineers.
The best design engineers have mud on their boots, grease on their hands and a salty vocabulary.

If I'm not mistaken this is the pto brake(parts key 3) but I be danged if I can determine how it would be controlled.

My guess is it applies just enough tension/load on the bushing to prevent rotation when not engaged, so not a true brake.

Hmmm..Then maybe it is worth making a spline type of socket wrench to tease a few degrees rotation out of the PTO drive shaft.
Turning the PTO shaft on the mower results in the blades building momentum and continuing rotation past the small angle intended position, so the chances of it stopping at a right point is akin to the roulette wheel in Vegas.

I hope your guess is right.

have you tried turning pto with tractor turned off? as far as shutting down a turbo tractor just let it idle for a couple min. if it has been working hard. if you have only been idleing around just turn it off. nothing special about cranking it either let it warm for a little bit then go

I ran the tractor with PTO engaged, disengaged the PTO, shut the engine down, placed every gearshift lever in neutral.
I made sure the brake wasn't locked after parking the tractor on level ground.
The PTO drive shaft still remains locked against rotation by hand.

Then I go the ops manual to read the following;
"TURN SHAFT SLIGHTLY BY HAND IF NECESSARY TO LINE UP SPLINES"

All I can do is continue trying or adapt to a frustrating limitation.

try a pair of channei lock pliers and see if you can turn it ( a little more grip than just bare hands )
