Kioti steering seizing

Steering while engine running is only effective 1 way. Cannot appreciate assist 1 way. If the weight is removed from steering axle utilizing downward pressure with bucket and load is removed, after operating steering both ways, lack of assist reinstates itself. Questions: 1/ where is the offending component, and 2/ is there any additive that might be installed to affect a better use of the hydraulic oil. system?

I'm suspecting bad piston seal on the steering cylinder but what model are we talking about here?
