I wondered about the TEE connection to tank. If this is true " If, for some reason, tank also has pressure, then you have a problem.", then it might be the answer to his problem. I'm not sure which valve in his system is/would caused the tank line to have pressure.

Normal. Work ports closed in neutral keeps the cylinders in position until commanded.

New valve arrived today and I got it installed. Same deal. Pressure on both work lines through the new valve but both the FEL and backhoe work correctly. Seems to be feeding back from the tank.

I disconnected everything and only hooked up the new valve. Pressure straight from the pump, removed the PB sleeve and capped off the port, and connected straight to the return line. Again, same deal, pressure on both lines.

I have no idea where to go from here.

Absolute dumb question...Do the ends of solenoids move and hit your bracket? Not sure if that valve does that. Mine does not have visibly moving parts.

As a temporary test can you disconnect from the tee you are using for the return,
and run a temporary line from the 3rd function return directly into the tractor.
It could be that the tee connection is restricting the return flow and causing a back feed.

Did that this afternoon. When I separated itout everything was run straight with no Tee. No change

Success!
Decided I would replace the return hose so I had one made yesterday. Was able to get it installed this evening and it works! That was one of the few original hoses left on a 1999 machine that had a rough life before I retired it and have been using it around the house. I'm assuming it partially collapsed inside but I'm not sure.

I just followed this procedure and installed the same third function kit on an L35 and ran into the exact same issue. I used the diagrams from this thread and quickly realized at the end that his pressure and return ports are incorrectly labeled on OP's diagram. I suspect that at the very end of things that he switched the hoses to fix the issue, but if someone were to follow the diagrams he used it wouldn't be correct.

Here's the actual layout of the loader valve so nobody makes the same mistake:

That is the return line. Goes to a Tee in the return line of the FEL.

Looking back at his pics, he definitely had the drain hooked to the pressure port. There's no way that just replacing a hose fixed his issue.

I just followed this procedure and installed the same third function kit on an L35 and ran into the exact same issue. I am getting ready to add a 3rd function valve to my L35. Did your valve function properly when you switched the pressure and return ports?
