This is the yellow cap on top of the burp tank? Yes? It can have plastic debris blocking the passage to the hose? Yes?
So, any over-pressure is inside the burp tank. It won't blow off the hose - that's open. It won't vent steam - it's plugged. If the pressure is sufficient it might blow the cap off. W/enough vibration that might cause coolant to splash out the top of the bottle. If enough is lost, when the radiator cools and "inhales" it might aspirate some air. Probably wouldn't fry the engine - but it would potentially, long term, lead to some corrosion.
That's (my understanding of ) the burp tank's function - it allows purging air from the system. It lets the system run fully-charged with coolant and stay at a constant pressure once hot. Also compensates for any slight coolant loss and allows inspecting level w/out taking off the radiator cap.
During normal operation the coolant level in the burp tank doesn't reach the top. If it did, and the cap was manufactured properly, it would be running out of the hose. Running one that's plugged makes it even less likely that there will be coolant loss.
Barring a total rupture of the burp tank I'm not seeing any catastrophe here. Potential scald danger, yes. Engine damage, probably not - unless the puddle and steam from a burst tank are ignored through multiple use cycles.
