This is what I use after plowing or disking to level out things, if that is what you mean. I also use it to cover seed after broadcasting, but do this at high speed to keep from burying too deeply. It realy will move some dirt. It was easy to make and has proven to be very durable. I have pulled it many miles over the years. I often pull it with a truck, or the tractor. It is also an implement that someone unskilled (like a teenager) can use. It even dresses up the roads as it is being transported.

I've used old I-beam. Two of them 12' long each. Chained them 24" apart and ran a chain to a chain hook on the draw bar. The I beams are heavy enough to trim off the high spots and long enough to get a wide swath.
But.. (and there's always a but!)... the ground has to be pretty soft. Plow and disc first or till. Then drag it around.

This is what we use on the dirt work we do here. Of course we do not use the tracksetter and combs. The drag holds the dirt (snow) in and moves in out /in and through the compaction bed which weight can be added to. We use a 72 inch behind the tractor.
