Run cold water through the pipes on a sunny day and use an infrared thermometer on the concrete. You'll be able to pinpoint the pipes with pretty good accuracy.
I would just use a good construction adhesive and call it good. If the inspector needs to see anchors just cut the bottom off of a bolt and glue it into the wood.

Good fix suggestion EddieI just skimmed through the video and that was really odd. The guy obviously knows what he's doing except for the top plates. Could it be the heat? I would have though that he realized it when he stood up the walls and went to attach them together, but he kept making the same mistake over and over again.
Since it's done, I would install a 2x8 over the top plates to overlap everything. This will give you a nailer for the ceiling sheetrock, and also tie your walls together better. Just wait until the ceiling joists or trusses are installed and do this where there is space.
