On my CK20HST, the rear PTO can be turned by hand. When I connect the driveshaft from my snowblower attachment, I typically need to turn the rear PTO to line up the spline teeth. The PTO spins freely and easily. Of course this is with the PTO in the OFF position and with the engine running at idle. Also the HST stays in LOW or HIGH gear, no need to put it in NEUTRAL. I'm not sure if yours is the same but on mine there is two levers for the Mid and Rear PTO's, just on and off.
