Around here the same dump druck with air brakes requires a CDL, one without does not (at least that's the way it was a few years ago)...I have friends who played on that fence. Maybe the laws have changed over the last some odd years... Yes there were GVW issues involved and I have no intention of nearing those numbers with anything that I pull.
I'm aware that RV's are exempt...
Its all about weights here and now, not air brakes. But the weight issue is easily defeated with farm tags.
Heck, I have driven a 80,000# 18 wheeler with farm tags and no cdl. I have also driven a 40,000# RV pulling a 24,000# tri axle box trailer
