how is the compression?
here is a don't do this at home trick: :(

Take the plug out, set a lit propane torch behind the plug hole and pull the rope several times..

nah-- that sounds like one of those hey yall watch this videos....

do you have one of these:
AutoZone.com | In line ignition spark tester | In line ignition spark tester

I have a similiar one for my toolbox for small engines.. But it is not quite the same..

a couple of times when working on push mowers I have seen the flywheel key that had skewed slightly not get a strong spark. anyway, I could see a spark on the plug but it was weak on this type gadget...

pulled the flywheel off and sanded the magnets, replaced the key and walla!

anyway, is it electronic ignition?

LBrown-- in addition to the previous posts (spark? fuel?), you might take a look at the crankshaft seals, especially the lower one.

I'm guessing that's a 2-stroke engine; if the seals are worn/leaking, it'll never "suck" enough to pull fuel/air in during the upstroke of the piston, even if the compression is fine.... A good test for this is a QUICK shot of starting fluid at the intake point. If it fires right up, that may be the problem- it's pretty common on 2-strokers that have some age.

Don't mean to harp on something that you have probably already addressed, but did you actually see spark? New plug does not necessarily mean you have spark (could have a bad coil). Let us know.

Yes you need to know there is a spark getting to the plug. If there and pin holes in any of the fuel lines pump bulb you will not get fuel to the carb. Also check the exhaust ports to see if they are stopped up..
