Suspended Concrete Floors?

Just because he's in a flood plain doesn't mean he has to use piers. You just need to be above the specified height. Regional codes may instruct that piers be used is some places, but outside that, and the possibility of erosion of the support pad, why use piers?

Unless the OP is in a flow path of a flood plain, just fill and build.

Floods??

Maybe build a ferrocement shed so it can be floated to a new location when the floods come and water level rises due to Global Warming!;)

I think the OP was on the right track. I think his plan will work very well from what he describes his constraints to be. It is very typical of commercial construction, and if anything is overbuilt. Sounds economical to me if he has all the steel and it sounds easier than laying all kinds of block and buying gravel and compacting it to pour concrete on. I would proceed with original plan. Just my $.02.

FYI...

I am planning on using 6" c-purlin floor joists on 24'' centers. I was digging around in my "metal construction" book today and noticed something intriguing. There was a wood to metal comparison chart. The 6" c-purlins on 24" centers are equivalent to No. 2 wood 2"x10" on 16" centers.
