Found this that might work: Hydraulic piston hand pump with changeover valve for double acting cylinder 1.5 CID with 3-quart steel tank | Magister Hydraulics

The cost seems reasonable, so if I was in your shoes and concerned about existing pump failure, I would plumb this unit into the existing system, valved so that it could be used to raise or lower the tilt bed as necessary if needed!

Buy non-ethanol racing fuel. Expensive, but no ethanol. How much would you need? Maybe 1 gallon per year? Might cost $25 bucks.

Don't know about elsewhere but in greater New England look up "Pure Gas.Org" for non ethanol gas sources.

How often do these trailer hydraulic systems fail other than a dead battery?

I've never had any failures on dump trailers or hydraulic dovetails and jacks over the years, except...

Two out of four hoses on my current Diamond C sprung leaks, one at a time. That made the dovetail and jacks inoperable. Luckily both failed at home.

Must've been a bad batch. Now I carry two spare hoses.

I had the lower pin on one of the 2 lift cylinders on my tilting deck disappear on a dirt road. Trailer did a nice pole vault, cylinder bent, hoses snapped. I tied things up & got to the camp site a mile away. I was able to unload the side by side by gravity by backing up slowly. Loading required 1 or 2 guys standing on the back to tilt it down to re-load the side by side. If I recall I was able to get the rear tires on before it started to un-tilt. It wasn't fun, but wasn't the end of the world.

Several dead batteries, resolved by jumper cables and/or replacing the battery.

The blown hoses from the pole vault was probably actually a better scenario than a dead pump as the cylinders could move freely. A dead pump would lock the cylinders in place. Pretty messy & bad from the environment but you could crack lines & use the loader to tilt the deck. Then the weight of the machine on the front of the deck to un-tilt it.
