Unless you are telling me that the UCL you use stays in 2 separate layers when mixed with diesel, then UCL is a solvent. That means that it forms a solution of UCL and diesel. Note the definition of "Solvent" above. It's black and white dictionary definition stuff.

Note it has no HARMFUL solvents. That means IT CONTAINS helpful solvents.
I use the Howes Diesel Treat it works well, I don't use the Lucas Products.
