I don't know of any device that is going to stay on a 3 year old, but there may be something.
I would think an alarm system on the house itself would be a better solution. There are also simple driveway alarms (doorbells) that can be easily placed across doorways, pathways, etc that will alert a receiver. I recently ordered a few off Amazon that get very good reviews at a reasonable price.
I also have double keyed deadbolts, but that comes with some risks.

I'm thinking ring doorbells or game cameras place to detect when he goes out and then sends and alert to a phone?

I don't think it is a parenting issue. The speed of light has nothing on the speed of a young child.

RFID tags sewn into clothing with a receiver near the doors for alerts. This way, the child wouldn't know that there was something on them. If they're that good at getting out, you can't have a bracelet on them without them taking off of figuring out that the bracelet sents off the alarm! Tech has come a long way, and there are plenty of options out there! Triggers on the doors, along with the driveway alerts is also a good option.

When I was around that age, 3 or 4 years old, I snuck out of the house in the middle of the night and was found walking down the street by the police. I don't know the details on how they found me, but it was pretty traumatic for my parents.

To make sure that I didn't do that again, they put a gate latch on the outside of my bedroom door. To the best of my knowledge, I never wondered off again.

This would have been in the late 1960's.

During the last two years of my dad's life, he suffered from Dementia. He had it in his head that if he could get to Stanford in CA, he could get cured. He thought they had a secret way to do this, but you had to be there in person to get treated. Several times, he called people to pick him up and take him somewhere, but we always caught him because he was like a small child. One time he was standing at the back door with a paper sack full of clothes. Another time, he was trying to hide behind the house. And then there were the times we lost him when he was in the front seat of their car, waiting to be driven home. He didn't recognize his home and thought he was back in Canada.

The one thing he never went anywhere without was his wallet. He had that thing packed with everything you can imagine. It was easy to put an Apple Air Pod in his wallet and tape it in place, so he never knew it was in there. Now we have them in all our cars, and also in my mom's purse.

A lot of options. My mom has one on her door when she had had her mother at the house. LOUD

I have Eufy cams and very happy with them. Full disclosure - I don't have them to keep track of a wandering 3 year old.

The main problem with apple air tags is they have to pass near an apple device to be triggered. We have one in my mother in-law's fanny pack and one in her car (with her consent, of course). If we call her house and she doesn't answer, we just look at the tracker and she's ether at the grocery store or casino. ;) Plenty of people with apple devices passing back and forth near her.

But there's no way it would find her out in the woods, walking down the street, or lying in a ditch. :(

I'd suggest an alarm system with an announcer. It ding-dongs in announcer mode every time a door or window opens. And you can set it to full blown alarm at night or other times. Double benefit.

My wife used to sleep walk as a child. Several times they'd find her walking down the sidewalk at 11pm. Pretty scary stuff.

is there a reason why the 3 year old is left alone for so long? this is a parenting issue, not a my kid is clever issue
He isn't alone. First time dad left him playing with the Leap Pad he inherited from my daughter and went to the restroom. Came back a few minutes later and the kid was gone walking. And at the 98th percentile for his age in height and weight, he moves faster than most three-year-olds.

Second time the kid was taking a nap and dad was unloading the car in the garage and bringing the groceries in from the car in the garage. Kid woke up, got up, and stood his dad's long board against the door jam, unlocked the door, and went walk about. Time you realize he has escaped, he is off and away, and you don't know which direction he headed.

The big sisters say, I was probably worse at his age. But I lived rural, and had two large boned German Shepard companions who would herd me back to Mom when she called me.
