I would get one of those rubber bed mats and put the rocks on it. That alone would stop them from sliding (but not rolling). Then maybe a tarp or mover's blanket with chain link fence on top. How are you planning on loading and unloading them? Most of the "crated" ones you can buy are for lawn art and they don't want them to get scratched by buckets.
