I am still playing detective..
BUT-- from what I see the Internet routing is still going up and down on this one... It's what we call in the penalty box.. parts of the Internet are not allowing traffic to the end user... when a route annoucement is pushed and pulled back over a certain period of time and it matches the "penalty box" criteria the Internet peering points (IE AT&T and others) will pull the routes from annoucing it to their customers to prevent problems until the issues stabilize...
In this case, the maintenance window to replace the core routers went south and it could take another 2-4 hours for it all to be stable again since the flapping happened in the last 2 hours.. kind of like a water ripple....

From what I see, my ISP directly connects to the ISP at TBN in Chicago..
So I am getting slightly better response.. but the BGP routing session between my carrier and the TBN provider is going up and down...
