"Spew" "admitted" and "engulfed" identify you as an EPA sympathizer and tree hugger. Those on the left coast do have a differing viewpoint, to which you are certainly entitled. I am so horrified that my Beetle gets better mileage and runs better in spite of the noxious efforts of the EPA. Goes further on a gallon than the EPA would prefer. I applaud VW on the results if not the methods. The "scandal" would simply be hilarious except for the financial damage to VW and their stockholders, the only party in fact harmed. I have not seen the detailed math, but I strongly suspect that the total pollution left behind for a year's driving in one of those scandalous VW diesels is LESS (because of the fewer gallons burned) than if they had been compliant with the most out of control bureacuracy in government next to the IRS, namely the EPA.
When you finish ranting about the EPA, don't cry too hard for VW stockholders. Read up on who owns VW stock. It is not to be found in the portfolios of elderly widows. Basically two families own more than 50% and the local German government owns a good proportion of the rest. If I remember correctly, only about 10% of the stock is actually in play in the markets.
