Want a new laptop but do I want Windows 8?

If you have a Windows 7 machine at home you should be able to download and save the 54 MB installation file to your computer and put a copy on a thumb drive to take to work. You don't have to install it on your machine.
The 54 MB file is a setup utility type file since after it is run additional files are downloaded to the pc to make everything work.
Do you have any type of firewall or AV program at work that could be blocking the download?

I looked and found no updates in progress, but 10 optional and 1 important update available. The 1 important one is IE11. But since I have it set for automatic updates, I reckon I'll just let it do its thing when it wants to.

he has kaspersky.. but I didn't get any popups.. and i DID see a download dialog box start and start racking up kb.

no win7 pc. just netbooks, pads and phone at home.. ( or anywhere.. )

That will probably work. Most pc's are set by default to check for updates at 0300 on Wednesday. If you have yours asleep or hibernating it should wake up. If you have it shutdown it won't.
Check your task bar in the morning. You may need to reboot or give permission for the installation to continue. Many have a little flag icon near the time and date that will alert you that a download has come in and if you need to do something to continue.
If nothing shows open your browser and click on the little down arrow next to the Help?. Then click on "About" to see what version you are using.
The browser really won't look any different than what you are used to in IE-10. It is just faster, handles more tabs, and has better security.

I think they are doing a rolling update on IE11.. it should become available on updates in a week or so.

.... like i said. I went to the MS site and INITIATED a download of IE , the unenhanced version, it STARTED a download.. and then the dialog box goes away without warning.. and nada....

I wouldn't download it from there.

it appears to be a 28 meg file. passed a kaspersky scan?
