Where it pivots on the transmission case there's a friction damper with a short coil spring and some friction plates.  It's adjusted with two nuts on threaded studs which determine spring tension.  They're double nutted so they don't back out.
The throttle has a mini version of that inside the dash. Mine was pretty tight. I backed it way off. Now it's much smoother and easier to change a small amount, but it will move if you bump it. I realize the safety implications of that.
