As far as the removable side is concerned, 30 years ago or so, King Kutters were available with what they called a "removable hayside" so you could use a rotary cutter for mowing hay that you would bale in the traditional manner.

I don't know if it's feasible, but I'd love to have a rough mower that could offset for mowing closer to fences.

Both Bush Hog and Woods make a cutter with hydraulic off set. A cylinder moves the cutter to the right. For Bush Hog check models 3008 & 3308. Woods is model DSO12.5

1. Tool free height adjustment of the tail wheel.
2. Enough angle on the tail wheel so it doesn't wobble at higher speeds.
3. replaceable skid wear plates and optional front wheels
4. A PTO coupler with a locking collar, so you can hold it in the open position as you slide it onto the PTO shaft (I had an older Rhino that had this type)
5. Chain or fabric debris skirts.
6. Generous top link pivot for uneven terrain.
7. Smooth underside to facilitate cleaning and minimize debris buildup and corrosion.
8. accessibility to all grease zerks ( I have a Landpride, the zerk on the PTO shaft near the gearbox end is a PITA to get to)
9. If a shear pin style, make a carrier to keep spare shear pins.

Is there any other reason for 7 ? How important is the smooth underside from 1 to 10? Smooth underside & strong deck is a real challange. Hard to accomplish both. Consider woods, they have a strong deck but don't have smooth underside.

Build it with a double deck. Smooth both top and bottom. Reinforce between the top and bottom of the deck. Make it higher at the center/gear box mount area, taper towards the outer edge. Sort of like corrigated cardboard.
Or do all the reinforcing on the top of the deck, but try not to make places that will hold water when it sits outside.

A ring to prevent the blades from hitting the upper surface of the deck would be nice too.

I am not sure if the blade pin hole wears, the blade pin gets loose, the output shaft wobbles, the blade holder get bent? But I've seen decks where the top has a semi circular dent from the blade tip. Just search machinery for sale sites and I am sure you will find some listed with pictures that show this damage.

Bent Blade from a rock will do that.

Build a mower like the Woods RM990 & RDX990 which have swinging blades, but in a batwing so it follows the ground.

That cuts at least 90 wide maybe up to 10?

Also make it so it will run on 32 PTO HP or less.

Cutting heights oh 2 - 12?
