A lawyer confirmed to me that ALL vehicles have to obey stops and red lights.
The difference is that LEO's and emergency vehicles are tolerated and there is no tolerance for a civilian even on a totally deserted highway.
Its the LAW!
It may be the law in your location, but it is not the law everywhere. From the Ohio Revised Code:
4511.03 Emergency vehicles at red signal or stop sign.
(A) The driver of any emergency vehicle or public safety vehicle, when responding to an emergency call, upon approaching a red or stop signal or any stop sign shall slow down as necessary for safety to traffic, but may proceed cautiously past such red or stop sign or signal with due regard for the safety of all persons using the street or highway.
There is a another large section of state law (4511.041) exempting emergency or public safety vehicles from 40 other sections of state law.
