General question, tandem trailering and trash bag windows aside: Trailers over 3000 lb. require brakes in PA, and I suspect most states have similar limits. So how are these types of car haulers ever legal?

It appears most states require brakes on only one axle of the trailer, such that the towing dolly could be outfitted with brakes to make it legal. But in some states, including Pennsylvania, brakes are required on all axles of any trailer over 3000 lb. That doesn't seem possible with this type of rig.

I guess no different than "flat towing" the vehicle with no brakes on the towed load. Not saying that's particularly safe either.

I think that in states requiring brakes on all wheels, even this is not legal. Doing a quick little read on flat towing threads on a camping/RV forum, it seems that auxiliary braking systems on the flat-towed vehicle are mandatory in at least some states.

Based on comments above, I believe that most of you misread the photo in question. The pickup is towing one vehicle while pushing another. Perfectly safe, as long as he knows what he is doing.

YES, flat towing a vehicle behind a RV requires brakes I think in every state.
Trailer depending on weight also requires brakes. I think most states limit is over 1800 lbs.

I believe it's 3000 - 4000 lb. in most states, which probably includes most vehicles one might want to flat tow behind an RV. They also have to be flat-tow compatible, which often means something with a transfer case that can be put into neutral. I think this may be way you see so many Jeeps towed behind RV's, as they're smaller and lighter than pickup trucks and Suburban's, but unlike AWD Subaru's, most Jeeps still have a manual transfer case.

And here I thought those (late model) Jeeps being towed were all about the image of being outdoorsy.

After all, Jeeps modified to be usable on real trails generally don't lend themselves to being flat towed.

Most Uhaul trailers have surge brakes. Do the dolly’s have surge brakes as well?

While it may look odd they probably are OK. Everything is held solidly in place, if you look closely you will see straps on all of the smallest pipes as well as over the load.

It’s obvious not solidly held in place or it wouldn’t be falling off. The DOT requires more than 2 straps for a load 20 ft long and with the pipe falling off now he’s over sized

There is a chain holding the pipe in place; also a strap over the pile, as well as another holding the smallest . It likely isn't kosher, yet more solid than you might think. It likely moved after he left the loading site and did what he had to to keep going.

With that angle it won't be long before the smaller pipes nested inside that one that fell will slide out. They are not secured.

They are secured, there is a strap across the smallest pipe which holds the rest of them in.
It doesn't really show unless you zoom in on the picture.


However 4570Man spoke with the knowledge of DOT laws, while I was just giving my opinion based on what I see in the photo.
