To me, disconnected means "removed". So, as the pipe is clearly there, open on one side and loosely plugged with a rag, what is on the other end of that pipe? The hydraulic reservoir?

Both ends of the pipe is disconnected. It just stays there, because its hard to remove/take it out.

Yes, that is a problem, #39 has a cam on the end of it and #41 must be allowed to turn freely on it.
