I have no opinion of one over the other but a consideration may be if the used one, even tho it has low hours, could it have been run at all with no water? That's a sure way to fry them in short order.

I used SAP before I retired. It is a very stable platform but as MAX said, it doesn't play nice with pretty much anything else. At least any time I've attempted it. I didn't find it intuitive in the least, once you found out how to think like the programmers it wasn't bad.

Funny you just mentioned that. I just put new pads and rotors on my '19 Ram couple months back. Not top of the line but not cheapies neither $1,000 Canadian (US$ 705 Damn....didn't realize the exchange was that bad.) No labour, did it myself, just parts.

That piece that you refer to is a reinforced piece at the bottom of the bladder or it's where the bladder was formed...possibly both. I presume it's there so that you don't wear a hole in the bladder and lose your air charge should the 1" nipple protrude into the tank too far or if someone...

I think the usual setting is 2-3 PSi below low pressure cut on. The op's picture is an odd one, least to me. I've never seen a pressure tank without a schrader valve to charge it. That second pic, is it looking down actually inside the tank?

You're for sure correct it's salt and water but I think that the maximum saturation percentage for manufactured brine is 22% (don't quote me on that number) before it drops out of suspension. I would assume the mixture made by driving over wet salt is less....possibly, dunno just guessing...
