You are right. The brackets are not welded but there is no reason not to. I did that originally because of the warranty and now I know how much tractor MFG care about honoring their warranties. Mow first. Use a tiller for the tractor go down no more than 2 inches. It will pulverize it and smooth out real nice. A month later do it again and then plant your new grass. I can rent one for $50 dollars a day/weekend at my local ACE rental place. Keeps the costs down and the chemicals out.

did you fix it yourself or did RK send someone out? RK store told me they don't work on electrical at the stores. If so, how did you take the steering wheel off? Was it a bolt and an allen wrench or something else?

anyone have it where the PTO switch blows fuses? I believe it's the solenoid in the transmission. If it's not connected the fuse does not blow, leading me to think it's not a short in the wiring because I would think it would still fry. Thoughts?

I worked on troubleshooting some more. I believe it might be the PTO solenoid. The fuse was not blown as long as the solenoid was not connected. As soon as I would connect it the fuse would blow. I'm thinking of connecting a battery to it just to test it.
