Can I cap off the FEL lines and start the tractor without damaging anything? I’d like to test and move the tractor out of the garage and get the FEL in to straighten the frame.
No.

The in to the loader and power beyond need to be connected so there's a path for the hydraulic oil. If you cap them you will damage the hydraulic pump.

From the hydraulic circuit diagram, it appears there is a hydraulic control screw and hydraulic selector valve at the hydraulic block, when if set allows you to bypass the FEL and to send the oil directly to the tank , just as if you don't have a FEL connected.

No, I just read a lot of manuals..........
Most tractors come with the option of a valve to add a FEL or other hydraulic implement so it generally a simple thing of utilizing the valve. Generally, all the valve does is send the oil to the addition/s first, then back again to the original circuit. The screw valve directs the oil to the FEL and hoe circuit. You have removed hoe I expect so isolating it will just send flow to 3pt using the selector valve. The selector valve for the hoe/3pt is another thing, that's why it's accessible with the lever to change over when you swap from hoe to 3pt, when using hoe, flow is directed to tank, when selector valve is changed it goes thru 3pt valve. Correct hoe is off. So it looks like I put the level of select valve in PTO position and control screw in position A and I should be fine.
