That sleeve idea seemed to be an option . Question - could you just cut and sleeve and use two shear bolts to hole the sleeve in place. The next time the bolts will shear and all you do is replace them. No welding required?

Yeah, that's what I meant above. You may have to remove one side entirely to slip the sleeve over the bar.

You don't have to put a sleeve on it just weld it up if you have to cut it. Most of the time I figure out a way to let the hydraulics do the straightened if it's not torqued to bad. Yours appears to be pretty bent. What needs repaired is the reason it come loose and one side slipped off. If your tool is in place and stays in place I would think the torque would be transferred to the tool instead of so much on the timing bar. I've been wrong before but if you're gonna put in a sleeve just beef it up all the way across with a larger timing bar.

Look in the Yellow pages for a Machine Shop, call them. Explain the situation. My bet they can fix it for you while you wait.
