Same-state sales private sales in Maine do not require going through a dealer FFL.
Some private sellers run even in-state transactions through an FFL so there is an official record of the transfer. Some states have additional restrictions.
When you run it through an FFL, the buyer may get a delay even though they can lawfully possess. The most common reason is that there is someone else with the same or similar name who is a Prohibited Person.

Personally I dont care if someone is selling firearms in the microwave and washing machine section, just as long background checks are done by a licence somebody. //
