will a ford 3000 pull a 8 foot ford disc and/or lift it i am thinking so since it will lift 1700lbs

Yes it will pull and lift it fine if you don't have some massively heavy unit.
I use an 8' Ford 201 that i restored a few years ago. Behind my 3000. Nice combo. You will need some ballast - either fluid in your tires or wheel weights to get good traction. I have inner wheel weights on the tractor in the photo.
