Heck, look at the idiots who can buy a tractor and can't figure out how to run it. Why they could kill someone. Their victims could die laughing when they read that the operator can't hook up a mower or sharpen blades, they put gas in a Diesel, run over the dog, have to ask the wife if its too noisy, can't fix a flat, turn a wrench or charge a battery. Yep, more people killed this way than in gun fights....

You can buy lots of things without proving you are 'qualified' to use them...
Shoot. You may be right. I have to admit that there a lot of people driving around in cars who don't appear to be qualified. And look at how many people are killed and injured in auto "accidents".

Renze, it depends on what state you live in, and, more specifically, which of the two parties controlls the government in that state. In the People's Republik of New Jersey, you need all of the above just for a hunting rifle or shotgun. If you want to carry a concealed weapon, there are many more hurdles to jump. I'm not able to answer your question exactly since I'm just starting the process to get a shotgun for hunting. However, friends tell me that I can kiss this year's hunting season goodbye, since the paperwork takes an eternity to process.
Of course, if I were a criminal, I could go to any number of streetcorners in Newark or Camden or Trenton (our picturesque capital city, not) and buy a 9mm without any questions asked. But that would be illegal...

In the states I have lived in you can go to a gun show and have a valid state drivers license from that state, fill out a form that says basically you have never been a felon or admittted to an insane asylym and you can buy pretty much any type of gun you want.
You can buy lots of lethal weapons with no information. A crossbow being the first one that comes to mind. I dont think that there is any requirement on knowledge before buying a knife or a sword for that matter.
I am pretty sure you can buy heavy construction equipment like a bulldozer with out having to prove you can use it.
Not sure if you could buy a plane without having to show you can use it. Never bought one so could not say on that.
You can buy a boat and several cases of beer and go out on the lake without proving you know how to use a boat or drink responsibly.

On the boat thing I believe that an NJ and PA you have to have a boating safety course to operate.
