You left out the rest of the Thompson vs. Smith ruling:

The exercise of such a common right the city may, under its police power, regulate in the interest of the public safety and welfare; but it may not arbitrarily or unreasonably prohibit or restrict it, nor may it permit one to exercise it and refuse to permit another of like qualifications, under like conditions and circumstances, to exercise it.

The regulation of the exercise of the right to drive a private automobile on the streets of the city may be accomplished in part by the city by granting, refusing, and revoking, under rules of general application, permits to drive an automobile on its streets; but such permits may not be arbitrarily refused or revoked, or permitted to be held by some and refused to other of like qualifications, under like circumstances and conditions.

When you ever see a city issue permit to drive automobile other den cab drivers?
The state took it over so that you don't have to have a different license for every city that you drive through.
Plus it gave the state level bureaucrats more power and have you ever seen a bureaucrat turn down power?
In most cases the department of motor vehicles in each City will still issue the licenses, but they are issued through the state.

Here the Department of Licensing offices are State run for drivers licenses, does not matter what city.

I do not think any of them have privatized like vehicle licenses are here. Those you can go to a private company who issues them through the State.

I had a CB 175 twin, a CB 450 with the DOHC which would put you up on the rear wheel even when you didn't want it there, and a Yamaha 400 DOHC. I quit the day a woman pulled out of a parking lot in front of me... then sat there swearing at me because when I kicked the rear out and skidded around her, the bike stalled and I took the time to work it down the gears before getting out of her way. My head was about 18 inches from the snowplow frame on front of her truck... I almost T-boned her..

I had a 185 Suzuki (dirt bike), a CB 360 Honda and a Yamaha somewhere in the 600 displacement range (650?). The Yamaha was by far the best, Honda the worst. Part of the reason I kind of lost interest in riding was in the early-mid 80s I got contact lenses which, even with sunglasses on would feel like cornflakes in my eyes when I was moving. If I wanted to ride I had to take them out and put on some (by then no longer correct prescription) glasses. Kind of a PITA. Between that and the increasing awareness that motorcycles were invisible to many drivers.

Dumped once, it was with the Suzuki. VW bug made a U turn right in front of me, only choice was to T-bone it or go down. I went for the latter. Just jeans & T shirt, no leathers. AFAIK the VW driver didn't even stop. Next thing I remember is being in a pickup with a couple I didn't know, my bike in the back pointing out my street to the driver and his helping me get the bike out of the truck. Next thing I remember was an former GF being there and kind of bandaging me up. Don't remember calling her, and she said I seemed out of it but got the drift that I'd been in an accident and came over.
She took me to the ER, nothing broken just a lot of scrapes and a very banged-up knee.
