Can you analyze how the oil is supposed to flow thru that valve to determine if the spool is not positioned correctly. I realize easy to be armchair mechanic vs having parts in hand but a single sliding spool should not be this difficult.

Solved!

The main spool has another rather small spool inside it that in my case was stuck.

Cleaned it well and reassembled. Lift arms now raise at idle.

Great work on troubleshooting this one out Jeff. You really had to go arms deep on this one but you figure it out.

I suspect this would be a tricky one for a not so good dealer.

Congrats, you got yourself a nice tractor for cheap despite unraveling all the mickeymousing done by the previous owner.
