well that sucks. here, and in all the states I've worked at in the past, the utility companies have been responsible for all lines (buried & overhead) that go from the power generating system to the METER. Anything after the meter was the customers responsibility.

I didn't know any place did that. We currently have overhead lines from their pole to the house, and we used to live in an area with all buried utilities, but in both cases the lines to the house were our responsibility.

When I built my house the EMC asked above or below, how far? I was a little longer than they wanted for below but they ran it anyway. If I had been much longer I think there would have been a fee. All I had to do was supply conduit to a depth of X from my meter box. I forget what X was. I also forget if they wanted a sweep at the bottom of the conduit. Oh, the guy did not use non-ox properly. He slathered it after the fact and I thought you slather it before you tighten the allen screws.

Silly phone company did not bury their lines to a proper depth close to the house. Loader man snagged it at 6 inches deep or so.

Fixed! I think anyway. I haven't tested any voltages but the kill a watt on my kitchen has been reading 118.4-119.6 since yesterday. It was a damaged neutral. About 2 inches if it was corroded away. The electrician said I was probably using the ground wire pretty heavily.

yup..just like i thought. i little nick in the insulation of urd burial wire = corrosion

How about that! Good reason to be careful with direct bury wire.

I returned a whole 250 foot spool of 10-3 UF copper a couple months ago because it had three nicks in the outer jacket, which we only found after unspooling most of it. At the price, I decided it better be 100% perfect before I go to the trouble of digging and burying it. It was just lucky we had unspooled the wire and found the problem the day before we were set to trench and bury it.

Good to hear. The Previous owner of my place direct buried everything. As I have had to replace it everything has gone back in conduit.

When we build I anything buried will be in conduit.

I know I'm a little late to this thread, but had the same thing happen a few weeks ago. Half of the house had power, half none. Checked my sub panel, and every other breaker had no power. Checked main service panel, and only had one leg. Called power company, and sure enough there was burn out in one of the underground cables.
This service is over thirty years old, so I guess over time the insulation can form cracks. They dug it up and replaced. They were responsible for service to the meter.

Yeah mine was put in 22 years ago. The tab was on me. $1350!
