I would still rip it up some way, it tills easier and less wear on tiller.
The chisel plow tears up the hard pan layer under the layer that is tilled.
We use a wing type subsoiler every couple years to lift and shatter the
upper 2' of soil profile.
When done in fall this lets water in and helps in dry years like this.
Neighbor farmers are calling to rent the subsoiler because my corn has
ears and theirs doesn't.
