I just don't understand why people have no common sense of the term RIGHT OF WAY.
The meaning should be drilled into everyone. I had a guy cut me off, he got out mad, saying he was the next person at the 4-way stop, not me. I asked him if there was such a thing as a LEFT OF WAY right for any driver? He was making a left while I was making a right down the road.

In Ohio, you would have been at fault in an accident if he was at a 4-way stop first and you went first. Doesn't matter what direction you are turning. If it were a two way you would have been in the right turning right. Or if you were going straight, you would have the right of way at a two-way.
