IH-444 3pt lift will not lift

I have a IH-444 that the 3 pt. lift that will not lift. The front end loaded and power steering works just fine. Any suggestion on what might be wrong with it?

be sure the linkage is working right.

There is a little isolator valve under the front of the seat, it could be switched / rotated the wrong way.

Just had another thought, maybe the suction screen is mostly stopped up and the pump is only getting enough flow for the steering ? It is a priority flow divider with the steering having priority. Just a thought.
