Yes I checked both of them and they are around 100 psi. The reverse was sort of hard to check because it moves in reverse so I had to stop after it started moving in about 10 feet but it only got up to 100 psi in that short time. I guess I could block up the back wheels and try it again if you think it would make a difference in the answer that you will give my.

How did the screen look? maybe that is a clue to what else may have been going on. Just a WAG.

The screen looked good there was just alittle gray sludge at the one end but the rest was clean

I think you need to try to raise trans pump pressure to about 160 psi IE try to determine why pressure is low.

I'd be concerned with the "gray sludge" at the end of the screen... as it may be a clue to what is plugging up something else in the system.
The screen, I'd expect, to be there to trap particulates such as steel chips from factory machining or gear wear. Sludge indicates, to me, that there may be problem elsewhere. Just my thought though..

I think the sludge was from the drum off the forward clutch drum because the c clip that was broken and the washers where sliding up the shaft and woar the drum down a bit so I think the sludge was from that. I had the drum fixed and new parts put in.

The trans pump is just a gear pump that bolts to the reverse brake housing. Check your service manual there may be a way to adjust relief valve on the reverser clutch control valve that bolts onto the side of the reverser. Without my manual I can't remember for sure what the relief in the reverser control does exactly.
When you had the reverser out, did you replace all sealing rings in both clutch packs and the orings on all of the tubes inside?
You can air test this unit just like an auto transmission. When you add air to the proper tube, you can hear the clutch packs engage.
