If he is zoned Ag exclusive (in Dane County, WI) he doesn't need a permit if the building is for farm use. The wetlands, on the other hand can be handled by a simple call to the DNR

Thats such BS, If your water heater implodes Friday evening, you'd have to wait until Monday to install the new one?

Just be sure to tell the assesors office of "improvements" so they can tax you. They do get a little cranky when you don't.

Each year we get a notice with our property taxes stating that it is illegal to build or add on to a house without a permit. If you are caught building without a permit the fine is $100. Hardly an incentive to rush out and get a permit to finish your basement or build a pole barn.
