Of course the brackets around the teeth will help in a panic stop. Also the guide pieces on the sides help.

Let's think about it. As long as the bucket teeth are confirmed to be in the hold down brackets, the most likely place the bucket would fall if left unstrapped or if a strap broke or came loose would be backward, into the trailer. All of the weight of the bucket is supported well, so all a strap would have to do is keep it from bouncing around. If you get in a wreck going forward, the brackets should keep the bucket in place. It looks like you have some side braces on it, too. One sturdy strap should be fine. A second would just be peace of mind, I think.
